Special Targeted Applicant Rehabilitation Program

Purpose of Program

The purpose of the Special Targeted Applicant Rehabilitation Program (STAR) is to preserve and improve single-family properties. STAR is a program designed to bring properties up to applicable building codes and standards or a minimum housing quality standard.

Eligible Types of Housing

STAR funds may be used to assist in the rehabilitation of owner-occupied single-family homes.

This program is not available in the following jurisdictions: Baltimore City, Baltimore County, Harford County, Howard County, Prince Georges County and Montgomery County.

Eligible Applicants

Household income of owner-occupants of single-family homes generally cannot exceed 30 percent of the area or non-metro median income. Some loans may be made to benefit families with incomes that are 55 percent or less of statewide median provided that the household has an unfavorable credit rating that makes them ineligible for other CDA financing.

Loan Terms

Loans have an interest rate at zero percent and are fully deferred. Generally, the maximum loan is 100 percent of the value of the property. Loans are secured by a mortgage.

Local Government Involvement

All loan requests will be processed directly by local governments for properties within their jurisdiction.
