Department Owned Properties For Sale

The Maryland Department of Housing and Community Development owns single family properties that may be purchased by homebuyers, non-profit organizations and public housing authorities.

The department’s REO portfolio properties are listed and sold through two contract realtors, ROC Realty or Long & Foster. These properties are being offered without regard to race, color, religion, sex, disability, marital status, familial status, sexual orientation or national origin.

DHCD offers two special programs related to the sale of its REO properties:

First Look Maryland

First Look Maryland is a special invitation to non-profit organizations, public housing authorities and community partners to preview the department’s REO portfolio properties.

For the first 15 days a new DHCD single family property is listed by ROC Realty or Long & Foster, favorable pricing and financing will be offered to qualified buyers. After that time, the property will become available to the general public.

Exclusive Buyer Incentives

Prospective buyers may finance the purchase of a DHCD home listed by ROC Realty and Long & Foster through the Maryland Mortgage Program. Qualified borrowers with credit approval can receive:

  • 1% interest rate (APR 1.638%)*
  • Downpayment and closing cost assistance**

NOTE:
* Buyers should know that the interest rates are subject to change before the borrower submits an application and/or locks in the interest rate.

** Borrowers who qualify for a Maryland Mortgage Program loan will receive $5,000 in assistance through the department’s Downpayment Settlement Expense Loan Program (DSELP). Borrowers whose employers participate in the Partner Match program or whose home purchase is covered by Community Partners Incentive Program (CPIP) may then qualify for additional assistance. These funds may be combined with downpayment assistance through other programs or jurisdictions.

*** DHCD’s current procedure is to monitor, for a period of one year from the date of sale of a property by the department, any subsequent disposition of such property. Any unusual transactions will be forwarded to the Office of the Attorney General for review.
