Overview and Background

In 2023, the Maryland General Assembly passed legislation (HB0844/CH0216​) concerning the publication of information related to Common Ownership Communities in Maryland. Common Ownership Communities include, for example, housing coops, condominiums, and homeowners associations. The legislation requires the Maryland Department of Housing and Community Development to establish and maintain a website that provides certain information on the rights and responsibilities of individuals living in a common ownership community.

Section C part 2 of Maryland House Bill 844 requires DHCD to collect and maintain “information on statewide legislation enacted in the prior legislative session regarding the rights and responsibilities of individuals living in a common ownership community.” This information includes the bill title, the bill and chapter number, the effective date of the bill, and a link to the bill information on the General Assembly website.
